What is an ATS for staffing agencies?
By the SignAI team at Delta Cubes · Published
An applicant tracking system (ATS) for staffing agencies stores candidates, matches them to client job requirements and tracks every submission from shortlist to placement. Unlike in-house ATS tools built for one employer, it handles many clients, many open requirements and consultants who are placed repeatedly, often including bench management and placement invoicing.
Why staffing agencies need a different kind of ATS
Most applicant tracking systems were designed for a company hiring for itself: post a job, collect applications, move people through interviews, hire one person, close the job. A staffing agency works the other way round. It holds a pool of candidates and fits them to requirements that arrive from many clients, often several at a time, and the same candidate may be submitted to a dozen roles over a year.
That changes what the software has to do well. Finding the right people already in your pool matters more than collecting new applications, every submission has to be tied to a specific client requirement, and the work doesn't stop at the offer: placed consultants need check-ins, invoices and, eventually, a new placement.
In-house ATS vs ATS for staffing agencies
| What matters | In-house ATS | ATS for staffing agencies |
|---|---|---|
| Who it serves | One employer hiring for itself | An agency hiring for many clients at once |
| Core unit | A job opening | A client requirement, often several per client |
| Candidate reuse | Past applicants occasionally revisited | The same candidate submitted to many roles over time |
| After the hire | Hand-off to HR onboarding | Placement tracking, check-ins, redeployment and invoicing |
| Availability | Rarely needed | Bench management: who is free for the next requirement |
| Speed metric | Time to hire | Time to a strong shortlist the client accepts |
Features to look for in an ATS for staffing agencies
- 01Matching against your own pool. Ranking existing candidates against each new job description, with a reason for every score, so recruiters start from a shortlist rather than a search box. See how →
- 02Requirements and submission tracking. Every client requirement in one pipeline, every submission tied to it, and a clear status for each candidate. See how →
- 03Résumé parsing and de-duplication. Bulk upload that turns résumés into searchable profiles and stops the same person appearing twice. See how →
- 04Bench management. A live list of consultants available for placement, filterable by skill and availability, that can be shared with clients. See how →
- 05Placements and invoicing. Tracking consultants after they start, with invoices tied to the placement instead of a separate spreadsheet. See how →
Keyword search vs AI JD matching
Traditional ATS search depends on the recruiter guessing the right keywords and Boolean strings, and it misses candidates who describe the same skill differently. AI JD matching starts from the job description itself, compares it with every profile and ranks the results. The useful versions show why each candidate ranked where they did, such as the matching and missing skills, so a recruiter can check the ranking before submitting anyone to a client.
How SignAI approaches it
SignAI is an ATS built for staffing agencies by Delta Cubes, whose own recruiting team uses it every day on real IT staffing requirements. It combines AI JD matching against your own candidate pool, requirement and submission tracking, résumé parsing, bench management and placement invoicing in one workspace, priced for agencies rather than enterprises. It doesn't integrate with other applicant tracking systems yet.
